Stephen Rapicano

Senior Partner

With over 35 years of consulting and executive experience in numerous sectors, including logistics, IT, healthcare and pharmaceuticals, Stephen understands the challenges our clients face. He believes passionately in partnership, innovation, and engagement with stakeholders to ensure successful outcomes. This is underwritten by quality processes, and excellence in customer service. 

Stephen began his career in BT and then moved to Ernst & Young before founding CEC in 1989, where he has been a director and partner since.


Mike McSweeney

Senior Partner

Mike is a strong business leader, with all-round general and business-management skills. For over thirty years, Mike’s principal focus has been on business development, involving new venture set ups, leading-edge technology product introductions, and large-scale procurement activities.

Mike worked for Reuters for the majority of his early career. Whilst with Reuters, Mike led several initiatives and assisted in growing new business lines in both the financial markets and healthcare.


Jon Glover

Resourcing Director

Jon combines management of CEC’s resourcing activities with provision and day to day operational management of CEC’s healthcare coding services. He has provided outsourced and managed services for over 20 years and is particularly skilled in new service design, service transition and start up, contract management and operational efficiency.   

Jon joined CEC from Capita Group in 1999 to set up and lead CEC’s recruitment and resourcing division, and he has been responsible for leading numerous resourcing assignments for a range of public and private sector clients.  He is an expert in recruiting senior individuals and building and developing teams for clients wishing to build capability and develop new ways of working.


Stuart Cooke

Associate Partner

Stuart has over twenty-five years’ experience in the IT sector, of which twenty-one have been spent in consultancy.  He has worked on a wide variety of IT and business change assignments across a very broad range of sectors including utilities, finance, pharmaceuticals, healthcare and retail.  He has managed and delivered multi-million pound business change projects as well as developing and implementing governance, service delivery, support, programme and project management frameworks and processes.

Stuart has a thorough knowledge and understating of techniques and skills in a broad range of IT disciplines. He also possesses strong skills in analysis, presentation, facilitation, documentation and management.

Stuart has a BSc Honours in Systems Modelling, is an ITIL Expert and an ISACA Expert Reviewer.


Mike Driver

Associate Partner

Mike is an expert practitioner in all aspects of Customer Relationship Management. He is a passionate CRM and Business Change consultant with over twenty years’ experience. He focuses on significantly improving sales and customer relationships, performance and efficiency company-wide. He is also a Citigroup Approved Supplier.

Mike begun his career at Reuters in International Financial Markets, gaining experience across sales, business development and general management. 


Chris Cotton

Associate Partner

Chris provides a strong technical and architectural base for many of our client interactions.  He has worked in a variety of industries including 20 years in the finance sector, managing software development and architecture teams.  In all his roles he has achieved significant improvements in process and efficiency.

Chris joined CEC in 2013 to help generate and then implement a business plan for a small technology company that had significant  potential but lacked clear direction.  Since then he has also worked on a public sector outsourcing project.
